Tax question about W2s

My husband works for a highschool, but only gets paid via stipend. So therefore he only gets paid once a year.

His pay was late for 2021 and he only got paid in January of this year (2022) so he wasn't paid in 2021 technically.

Should he have still received a W2? Thanks!
