Fed up

My upstairs neighbor has like 5 kids under 10 or something and she DOES NOT control them. It is a constant running, jumping and slamming. All day and all night. I’ve tried talking to her, getting the building involved and calling the police. This is an amazing apartment and in NYC. I’ve basically grown up here. For the 17 years I’ve been living here 6 of them have been filled with misery stemming from her negligence to control her kids. I honestly do not know what to do. I am at my Witt’s end. Supposedly the management company was supposed to have some kind of mediation with us after she started physically harassing me but they obviously do not care about finding a resolution for this issue. It’s now gotten to the point of potential harm. I’m planning on going to small claims court tomorrow but other than that do you guys have any advice for me?
