What happened to Cruel Intentions?

I’ve been trying to find a streaming service or even a place to buy Cruel Intentions, but it has been blocked from the US for at least a year now. Any recommendations to a (legit) streaming service I could find it? What happened that it got pulled from all of them? I assume it has to do with the royalty issues that bittersweet symphony has caused but it seems like it wouldn’t take over a year to get the legal issues resolved. Any insights?
