New rules about IDing everybody on a night out?

I'm 36 years old and so I stopped getting ID'd quite some time ago. However, on two occasions recently (two different bars) I was ID'd by the bouncer. Both times they explained that there's new rules coming into force soon that require them to ID absolutely everybody on the door, regardless of their age. Has anyone else experienced this, and does anybody know if this is actually true?
