Dojo Loaches

Can anyone tell me... Are Dojo's legal in NY state?? I wanted to order some and found a place but there was a bold sentence that said WE DO NOT SHIP TO NY. I Googled it but what I saw was that they are, however, you know the Internet. If they are legal then why wouldn't they ship here? Thank you!!!
