Situation on smurfs is out of control

I played a ton of games recently (plat1) and the situation in regard to smurfs stomping and running down the games is insane. There are barely any games where nobody gets one lane stomped and the coinflip decides about it. Why is Riot doing nothing about this? Its so hard out of control. CS has prime queue for example where you link your mobile numbers why dont we have such things i dont get it
