Hextech Chests still grant Champion Shards after all Champs owned.

Title. I'm not sure why this is a thing. I have owned all champions for about two years now and every time I receive a champion shard from a chest it feels like my rewards mean nothing. This is annoying especially because chests can be purchased via RP and real money. Imagine you spend 20 dollars to open some chests and you get 3-4 champion shards, which are essentially worthless outside of the emporium.
