Cant sell horses to Mikolai

Hey everyone, just wondering if anyone else has run into an issue where there is no dialog option to sell a stolen horse to Mikolai? I've brought 2 horses to him now and both times there is no option for me to sell. I've seen youtube videos so I see it's supposed to be a dialog choice, and I know you can only sell 1 horse every 24 hours.

I've tried being mounted, un mounted, moved the horse closer and further away, placed the horse in certain places. Can't figure out what's going on.

Is there certain horses you can't sell? First horse I stole from the bandit camp north of the nomads along the river, second was a random horse out in the wild.
