Reading Library Books on Scribe

I am new to Kindles & I received a Scribe for Christmas. I am figuring things out, so please forgive newbie questions. 1) From what I understand, library apps can't be downloaded to the Kindle Scribe so I must use Libby on my phone and then send it to the Scribe that way, correct? 2) To get the book to show up do I have to restart my kindle to get it to sync if the book is checked out under the Amazon Household option?
