Need advice on what I'm legally obligated to pay to my garsoniera owner

I'm studying and working in Bucharest, in October of last year I was in a hurry to get a garsoniera close to my University so I didn't read the contract in-depth, thinking that just like my previous rent I'll only have to pay the usual utility bills, water, electricity, gas, internet and any bill for cleaning the building and taking care of garbage, at least that's how it was where I rented previously.

Apparently I'm also required to pay every month for whatever repairs are done to the building and infrastructure(?) Fond de reparatii (see the second picture), shouldn't this be on the owner, not the tenant?
After reading the contract again, it seems I agreed to pay for it, so I guess I can't do anything about it now.

My other question is about Cheltuieli admin, the contract says nothing about this but the owner expects me to pay it as well, am I obligated to pay it?
