What makes people say JWE2 is "over"?

I've seen a lot of posts saying stuff like "now that JWE2 is over" or "shame we're not getting anything more for JWE2", I was curious what was making people say that? I checked the last few updates posts and none of them mentioned a final dlc or update, and 2 months is hardly enough time to declare development finished
(not complaining or "calling out" anyone, just confused)
