Why is it so hard to obtain a system administrator role.....

I've worked in defense most of my life, and never had an issue until now. I've been trying to get into a system admin role for about a year and I meet all the qualifications but still nothing! I have a sec+ cert, I have a secret clearance, and I also have my BS in IT.... anyone else having the same issues?
