Trash everywhere

When did Houston get so full of trash? I have lived here for over 10 years in Montrose and spent the pandemic walking up and down the beautiful and clean streets. Now it is crazy, there is trash everywhere. In yards, all along the streets, and you see it while driving. What has happened?
