Heavies need some buffs.

Changes I would recommend: 1. Normal Charges require a headshot from AT to be killed in one shot. 2. Behemoth Chargers take 2 headshots to kill from AT. Behemoth Charger front armor lvl 5. However things like Thermite, Recoilless, and EAT can destroy a Behemoths leg armor. Also make it 1 Behemoth for every 4 Normal Chargers. Behemoths should be tougher Chargers but just have them in less numbers. People working together can still make quick work of a Behemoth. 3. Bile Titans require 2 headshots from AT. 4. Spear specifically can 1 shot a Charger to the body and can 1 shot a Bile Titan or Behemoth Charger to the head. 5. Automaton Tanks need an increase to their armor so a Recoilless can no longer kill a tank from the front with 1 shot and medium support weapons can’t penetrate the armor. Keep tank treads at heavy armor (4) so weapons like AMR and Autocannon can disable a tanks movement but enough health to not be 1 shot by AT. Spear is a 1 shot. 6. Factory Striders should lose the “eye” weakpoint and make the neck a weaker area. Might need to lower the spawn rate now. These guys need to be tough. 7. Hulks should still be 1 hit kill for AT but not necessarily the entire body of the hulk. Really they are in a good spot. 8. Obliterator Hulk (that Hulk you rarely see with a flag) add them to the normal spawn pool and give them the twin cannons.

Summary: Really all these changes would be making AT weapons like the Recoilless, EAT, and Quasar less effective. The Medium Support weapons like the AMR, Railgun, and Autocannon would still be as effective as they are now. The issue before the 63 day plan was nothing else was effective against Heavies. Since then we have had buffs to Thermite, more vulnerable weakpoints on heavies, and medium support weapons can damage heavies but it came with big buffs to AT which overshadowed the other changes. Still room for larger enemies and now even more powerful weapons and stratagems.
