Got laid off on H1-B this October; I-539 filed with B-2 pending. What are my options for transferring to a new company?

I came across this thread from a previous reddit post https://twitter.com/USCIS/status/1638207390255308803 saying that a new employer could file for an H1-B with premium processing and the pending I-539 would also get expedited automatically. I'm wondering to what extent not having an H1-B stamp for my current H1-B affect any of this.
