Fluff growth after 2?

This is my good boy Winston. We adopted him from our local golden rescue when he was one. Now he’s reached two and still a pretty streamlined guy when it comes to his coat. If he’s two and still streamlined, does that mean he’s as fluffy as he’s going to get? We love him regardless, just wondering if I should anticipate more fur!
