When do you remove sunflower stalks when preparing the garden bed for next year's planting?

Do you remove the stalks at the same time as cutting off the flower heads or leaves them in place over winter? Do you uproot them or cut the stalk at ground level and leave the roots in place? Is the strategy different if you are growing sunflower again in the same place or changing to a different plant (due to allelopathy)?
