New TSA FTSP rule

I’m sure this has been asked plenty of times, but I’ve searched an everything I find surrounds foreign students. If I have someone who wants to start their PPL training, and they ARE a US citizen, do I have to go through the whole FTSP process? Or do I just have to verify their identity and citizenship and give them the regular ol TSA endorsement. Thank you in advance.
