JavaScript blocked for local HTML files

Does anyone know how to get around JavaScript being blocked for file:/// on Chrome? My school also blocks just about every website that isn't educational, they use Securly and they have the "uncategorized" category blocked as well as games, etc., which does make some pretty annoying scenarios.

I was thinking maybe I could somehow embed the HTML file in a PDF and use it that way? Or maybe work out something with Google Sheets? I don't really want to use shimboot because I'm afraid it'll wipe the Chromebook since you have to attempt to enter developer mode and it's enrolled with the school.
