Drunk driver hit my car

So a drunk driver saw the checkpoint at JVC (quite common), tried to reverse out and backed into me at high speed. He then tried to say he was Emirati (he was not) and then eventually ran away (I have his number plate).

Called the police, they said it’s fine just come to the police station. On reaching the police station they told me “what do you want me to do?”. Literally what.

Then they’ve told me to come tomorrow saying they’ll see if they can issue me an accident report because “the guy ran away so how do you expect us to prove he was drunk.”

At a loss with this response, does anyone have any suggestions? The trick is to just run away after hitting someone? Makes no sense
