Shell32.dll missing

Using windows 10 how can I get it back? sfc/scannow didn’t work or the DISM.exe /Online commands. Tried repairing it with windows 10 installer on a usb but that failed. Tried going to a restore point I made but says none exist. Any ideas what to do?
