What is the American soldiers goal in Roberta’s Blood Trail?

I’m confused what the American’s goal is in Roanapur overall and in the Golden Triangle in episode 5 of the OVA. Overall they get massacred here by the Maid.

Then there’s Garcia & Fabiola who’re there to try and fix Roberta after she lost her mind, but at the same time the American soldiers are trying to kill her..
