Fake Controller

Currently on S-bahn when a random guy starting approaching people asking to see train tickets. At first glance, I thought he was asking for money as he was solo without a card reader. The moment someone challenged him to show his Ausweis, he said “Ich Polizei” but then left and sat down further down the train.

Was this a prank or scheme to get money if someone had no ticket? Curious if someone else has seen this.
