Is rating affected by the point difference of your win/loss?

I've seen players resign, or worse, let the clock run out when it's time for scoring. This made me curious about the factors sites like OGS take into account when assigning ratings to players.

Does the point difference affect the rating? What other factors does one's rating depend on?
