After a grav bleed and a pedal bleed but the brakes are still low, how should I go about my next step?

I have an 84 fiero, the right side calipers aren’t seized and the pedal bleed hasn’t improved the low pedal position. We previously tried a grav bleed to reduce air after installing a faulty Master brake cylinder. Then after replacing the faulty master, we attempted the pedal bleed. Please? any advice is appreciated.
