Since when did SG have so many commission-based charity fundraisers?

"Don't you care about Child Poverty?" "Why don't you support cancer treatment?"

I moved for work about a year to a country with lots of commission-based 'fundraisers'. These guys literally heckle and loudly berate you on the street if you don't donate (moral issue #1)

They also get a 10-15% commission from your hard-earned donation. (moral issue #2)

Each time I get heckled by these guys I keep thinking to myself "heng ah SG won't allow this to happen". Having returned to SG I realised Raffles Place + every single MRT stn suddenly have lot of these guys. Really impossible to go lunch or go MRT without running into one of these guys.

Is this new? Out of interest how much commission are they making?
