Domestic Violence Help

The service member is an E5, is married but has been separated from his wife. They never lived together after they got married. He has never paid her BAH. Fast forward, he has a child out of wedlock with another woman. He is not on the birth certificate and he does not pay child support. He now lives off base and is in a relationship with another woman, who is not the baby mama or the wife. It has gotten domestic for her in the home. He has a weapon that’s not registered to him. The cops have been called before. She has proof of adultery, she has the police report, she has the photos of bruises.

Adding in: When the cops came, they didn’t contact his chain of command or offer a cool down room because she knew that he would get hemmed for living off base with a woman who is not his wife. So she “saved” him in fear of him doing anything worse after the cops left.

What can she do? Who can she report this to? I understand since she isn’t military affiliated she doesn’t have resources to Family Advocacy, but what is the best way to get her out of the situation safely. She is alone in the city with no friends or family to stay with and they are locked in on the lease together.
