I present the humble cast net
Easy to use, I've taught several people how to successfully throw one in 10 minutes or so.
Bundles up into a small package, easy to carry with you even if in a coat pocket.
Can be broken down into very useful items: rope, netting, monofilament line, lead weights. Can be made from or repaired with the same or similar materials.
There's a reason why it's illegal to fish for game fish with these devices everywhere I have lived, relegating their purpose to supplying live bait for rod and reel fishing. You can still do that, but why when you can toss the net twice in a ditch, take your handful of minnows and tadpoles plus a small turtle and then just keep moving?
