Evelyn or 11? (image unrelated)

So, my soldier 11 is pretty much maxed out. All I need to do is one more skill and W-Engine. So, keeping in mind that 11 is a fire attack character, is it worth me getting Evelyn or should I save pollychrome for someone else?
