Tesla chargers not universally available

Traveling through New Hampshire I find that not all Tesla charging stations are available for use by “non Tesla” vehicles, ie my Volvo XC40. For example, there is a 26 pedestal setup in West Lebanon that still only serves Teslas. Same with the superchargers at Hooksett tolls. And yet there are available Tesla chargers next to the NH liquor store at the I-93 / Rte 4 intersection. Heck, even the DD in Ashland has available Tesla superchargers. Why the spotty rollout? What is going on here?
