Tier IX or X Dutch Cruiser

I'm comparing the stats between the Johan De Witt and Gouden Leeuw and the Johan seems to be better when im looking at its stats even though its a tier lower than the Gouden. Am I crazy or is the Johan just actually better or are they both just better for different things?
