Vampire Counts as first army?

Question: Are vampire counts (in TOW) a bad choice for a starting army?

Context:

Hey all! I have just got back into the hobby with the intro of TOW (I stopped when 8th got canned), and my partner is interested in getting into it as well. I currently have 1400ish pts worth of WoC.

The two armies she has picked out as interesting are Tomb Kings and Vampire Counts. Now as shes not 100% sure if this is the hobby for her, I've agreed to foot the bill for the first half of the army. If she likes it she'll put money towards completing the army, if not I have half an army to build up my second army.

I personally would prefer vampire counts (which she is taking into account), while she likes the style of both armies (She loves TK special/rare units but finds a lot of their core units a bit dull visually compared to VC). However, I'm worried that they may be quite difficult as a beginner army, as I was told there were difficult to start with during 8th, and I dont want her first experiences of the game to be a complete uphill struggle. We will be swapping and sharing armies in the future, but I know she wants to take a lot of ownership over possibly her first army (paint schemes and learning how to play THAT army etc).

So, would it be a bad idea for her first ever army to be VC? Would it be a better idea to get Tomb Kings?
