Disabled Veteran parking in CA

I finally got my 100% P&T and looking to get disabled parking license and placard. I see many people went to VSO or Calvet to get statement or paper saying I am 100% P&T and bring it to DMV but seems they stop doing that with new policy.

so is it only option is get signed by own doctor that I am 100%??
