Is my US visiting dream Over?

I always wanted to visit the US. But unfortunately, my visiting visa application has been refused 4 times ( 2 times India, 2 times from Germany under 214 b.

Last time officer said apply again after finishing studies.

I am an International student in Germany With A strong travel history including first world countries.
