How to become a california resident for in-state tuition?

For context, I am a 2nd year and am classified as a non resident for tuition. I've lived in CA for all of my 1st year to 2nd year including the summer and have CA voter registration. My sibling is a California Resident and I have proof of employment in California for this last summer.

Can I use all this to classify as a resident for the upcoming school year so that I can pay instate tuition? Thanks
