Why were dead Nephilim left disembodied and wandering the Earth?

In the Book of Enoch, the disembodied spirits of Nephilim were left to wander the Earth. In Jubilees, 10% were left to Mastema, while 90% were imprisoned in Hell. But why didn't they go to Hell immediately?

Is it because of their nature?
