Shadow of the Tomb Raider Hidden City missing mission giver

In the Hidden City, I have 9/11 missions. One of them is the "Dice With The Dead", which I know I won't be able to finish due to a glitch. However, I am unable to find a mission I have missed. I've googled for a list of missions, and everything I've found I've completed, except for the above. Is the one I can't find part of the above, or is there a mission I am missing?
