Batmans whereabouts during the penguin series.

I understand that with this series the main focus is on Oz, that's perfectly understandable I'm just so curious as to what Batmans doing in the background. With the reveal of those news papers saying he's been missing for weeks, I've begun to theorise they may be taking a page out of the events of No Mans Land? For those who aren't aware, in No Mans Land Batman also goes MIA for a bit since he's busy being Bruce Wayne and lobbying the government for aid after an Earthquake. I just can't help but notice the similarities here, I mean with the massive disaster that wrecked Gotham, what do you guys think?
