What is this scam?

Waiting for a taxi outside my hotel in Asok and an Indian guy walked up started telling me my fortune saying I’m lucky because of my eyes. Then he crumpled up a piece of paper and tried to hand it to me and I told him to go away.

What is this? He never asked for money but after he left me he walked up the street trying to find someone else.

Edit: I am not racist against Indians. Just describing the situation.
