Why/How do these two players exactly play the same comp and positioning?

Is this cheating/scripting? I am fairly new to the game and I mainly play normal matches, like this one.

Perhaps he just wants to play the same comp to farm tokens. I dunno. But isn’t there a limit for amount of champion in the shop? If so, then I think he is playing against himself.
