Is Igor bugged for anyone else?

I got the quest to talk to him and I found him in Golden Hills, and then when I clicked on Igor he grunted at me and that was it. No more dialog, and a grey exclamation point over his head. I tried clicking again and he just grunts. So I relogged and when I was back in front of where Igor had been standing, he is gone. What. I cannot even find the quest in my available quests log. What is going on here?
