Is it possible to reach LeiaPix quality locally?

I'm trying to turn images into looping 3D depth animations, similar to what LeiaPix does.

In LeiaPix you can control the amount of motion on every axis, the timing, and length of motion. Has anyone managed to recreate this locally?
