Upscale and Img2Img Keeps blurring out sections

I cant seem to figure out why my upscales (both with and without controlnet tile resampler) and my Img2Img images keep automatically blurring out sections of the image. It looks like SD is trying to "guess" the depth of the image and blurs out sections accordingly, but this isnt want I want at all. I'm still relatively new to automatic111 and SD so i apologize if this is a newbie question, but its driving me crazy.

UPDATE::

Ive tried completely removing all prompts and trying different models, still getting the same result. :(
