Buckthorn in parks, who is in charge?

I spend a lot of time in our parks, running on the trails and so much of the parks are absolutely covered in Buckthorn. Does anyone know if there is somebody in charge of this or if this is he has a strategy to manage this? It will totally choke out all other species.
