Overtime contingency

Sorry in advance if this has been brought up but it just came to me. If Milchick acted alone, how did he get to outtie Dylan’s house? Do we think someone else was in on it? He Obviously didn’t want Cobel to know… Just watching Dylan struggle to hold both switches open it doesn’t seem possible for Milchick to have been able to pull it off alone and leave the office.
