BD Settlement scam or not?

I got a letter for a data breach settlement from BD Settlement. All it needs is a phone number for Zelle, PayPal, etc or an email for a virtual prepaid card. Is it legit?

Edit: the phone number or email is so that they can send the money not for me to send it. The website is www.BDSettlement.com
