You are given a trillion dollars to turn any small to mid sized US city into a utopia. Which city do you pick and what do you do?

Rules are that all the money has to go to turning the city into whatever you envision (ie transit, housing, luring employers, etc). You can’t just build a giant estate for yourself and pocket the rest.
