Can you afford a $1000 emergency?

I was wondering how it applies to the local population in the valley. On one hand, I see a lot of fancy cars/trucks on the street and most people ski, which seems to be an expensive hobby these days. However, there's a section of the local public with 3+ kids, which makes it seem that money could be a little tight?

Edit: ignore the part about "most people ski" which I based on personal experience but might not be representative.
