Is the fake restaurant 'De Dakduif' an inside Rotterdam joke?

While looking for restaurants in the city on Google Maps, I came across a restaurant called 'De Dakduif' which has hilarious reviews with pictures of some of the most unpalatable food. I wonder if it is an old gag or inside joke.
