Do rich people actually borrow money against their stocks and avoid paying taxes?

So there is an idea / concept going around on TikTok and various social media platforms, but it doesn't make sense to me. So I thought to ask the folks here.

There are videos that claim the super rich or rich borrow money against their stocks or assets , and then since debt isn't income, they avoid paying taxes.

But to me, this doesn't make sense because you have to pay debt back, and that can only be done with some form of cash or income. Is there like some way you can pay special debt back without selling stock or generating income? Like some direct stock to debt pay back transfer?
